BYLAWS
ARTICLE I. BOUNDARIES
For the purpose of electing officers on the Board of Directors, the global
area shall be divided preferably into six continental areas; i.e., Africa,
Asia, Austral- Asia, Europe, North America, and South America. However,
the membership can elect parsons from the same area if necessary.
The home continent of a member shall be determined by the latest permanent
mailing address of the member, according to the records of the Association.
ARTICLE II. NOMINATION AND ELECTION OF OFFICERS
- A Nominating Committee as appointed by the President shall serve
as a task Committee for the purpose of selection and placement of officer
nominees upon an election ballot.
- The election ballot shall have provisions for write- in candidates
as well as the nominees selected by the Nominating Committee.
- The membership shall be given notice of the election, ballot, balloting
instructions and envelopes at least 30 days prior to the closing of
polls.
ARTICLE III. MANAGEMENT
- The duties of the Board of Directors shall be to manage the affairs
of the Association in accordance with the provisions of the Bylaws and
Constitution. The Board will direct and take care of the funds of the
Association, disseminate technical knowledge, take measures to advance
the science of housing and interest of the Association, designate the
appointive officers of the Association, and generally direct the business
of the Association.
- The fiscal year of the Association shall be from May 1 to April 30.
- The duties of the President shall be to have general supervision
over the affairs of the Association and to preside at the meetings of
the Association and the Board of Directors.
- The Secretary shall be the executive officer of the Association.
He shall prepare the agenda and record the proceedings of all meetings
of the Association and Board of Directors. He shall make annual reports
as prescribed by the Board of Directors. He shall be responsible for
collection of all monies for dues and fees and for the transfer of all
monies to the appropriate bank account of the Association. He shall
conduct and maintain full records of the correspondence of the Association.
- The Treasurer shall be the financial officer of the Association.
He shall sign all checks and documents relating to financial transactions.
He shall review each annual financial report and shall report the same
to the Board of Directors.
- The Advisory Board will be the coordinating body between the Association
and the countries in which lie the membership of the Association. The
Advisory Board will act as the liasison between the countries and the
Association for advancing the science of housing and the interest of
the Association. The appropriate Advisory Board member shall act as
the chairman of the planning committee for the biannual Association
meeting when held in his country. The Advisory Board member may call
occasional regional meetings, and establish local sections for the purpose
of coordinating and disseminating housing technology on a regional or
local level.
ARTICLE IV. COMMITTEES
- The President shall appoint the members, designate the chairman,
and outline the duties of all committees. The committees shall report
directly to the President and shall perform their duties under his direction.
The President or the Board of Directors, at their discretion, may discontinue
any committee or may appoint additional committees from time to time.
- The committee shall have the administrative responsibility for planning,
conducting, and disseminating its findings of the tasks as charged by
the President or the Board of Directors.
ARTICLE V. CONFERENCES AND ANNUAL MEETINGS
- The biannual conference shall be held as provided in the Constitution.
A general business meeting will be held during the biannual conference.
- The order of business shall be:
- Report of the President
- Report of the Board of Directors
- Report of the Secretary
- Report of the Treasurer
- Announcements and Reports by the Secretary
- Old Business
- New Business
- Special business meetings of the Association may be called by the
majority of the Board of Directors or by the President.
- The purpose of the biannual conference shall be to afford a forum
for presentation and discussion of the best technical and, scientific
developments in housing science, with an opportunity provided for personal
acquaintance and for the exchange of ideas. The conference shall be
used as a means of stimulating and generating the presentation, discussion
and review of the best thinking of the Association membership, as well
as that of outside contributors. The conferences will provide material
for the Association's publication.
- International Conferences shall be held only in cities where hotel,
meeting and travel accommodations are adequate and convenient for the
reasonable expected attendance. Consideration should be given to other
factors such as concentration of Association members, favorable climatic
conditions, geographic conference site rotation and local features.
ARTICLE VI. PUBLICATIONS
The JOURNAL OF lAHS shall be used for the purpose of making notices,
announcements, conveying of quality housing science and knowledge through
publication, and as a medium for promotional activities and products relevant
to housing.
ARTICLE VII. ELECTION OF MEMBERSHIP
Admission to membership in the Society shall be through voluntary applications
of persons, agencies or corporate groups qualified under the Constitution
for such membership.
ARTICLE VIII. SEPARATION FROM MEMBERSHIP
- A member or group shall be dropped from the Association should his
dues become six months in arrears.
- A member or group may be expelled or subjected to disciplinary action
for cause of such violation of any of the provisions of the Constitution
or Bylaws, or for conduct which in the opinion of the Board of Directors
is improper or against the best interest of the Association.
- Any member or group of the Association in good standing may resign
his membership. A member whose dues are not in arrears and against whom
no complaint or charge is pending shall be considered in good standing.
- A former member or group of the Association separated because of
resignation may be reinstated.
ARTICLE IX. FEES AND DUES
- An entrance fee for membership of an applicant shall be due and payable
as of the date of membership election. The amount of the entrance fee
is $10.00 for all memberships. The entrance fee is to be waived for
charter members of the Association, until April 30, 1973.
- The annual dues for membership shall be payable in advance on May
1. A person or group who is elected to membership in any fiscal year
shall pay only the proportionate part of the year's dues from the first
day of the month following the date of the notification of his election.
The annual dues for individual members is $15.00 and for sustaining
members such as corporate groups and agencies, the annual dues is $150.00.
